Dear ...

The  undersigned  are  seriously  concerned  that  California  faces   the
possibility of serious  electrical energy shortages  and excessively  high
prices for homeowners and for industry.   We are worried that the  present
Governor and the State Energy Commission have been dangerously  complacent
about the  prospects  of Calfornia  continuing  to  rely on  oil  for  the
majority of its electrical  energy for the balance  of the century.   This
complacency stems in part from political positions taken by the Governor.

We fear that there is an excessive risk of blackouts or brownouts when dry
years reduce  available  water power  and  in  case of  more  foreign  oil
cutoffs.  We also fear that even without any dramatic events further rises
in the  price of  electricity  will impoverish  consumers and  drive  much
industry out of the state.

We urge that you take no public position that limits your freedom to  take
actions  and  advocate  legislation  necessary  for  California's   energy
recovery.

Among the actions that  should not be precluded  are construction of  more
nuclear power plants, offshore oil drilling, construction of coal  burning
plants in California, construction of solar and wind power facilities, and
additional conservation measures.   Some of  these may  be successful  and
others may turn out to be impractical.

We have varied preliminary  opinions as to  which will turn  out to be  in
which category, but  we are not  presently prepared to  present any  plan.
What is most important is that the hands of the next State  Administration
not be tied by commitments made during the political campaign.
